NSW: Police investigating threatening calls to Asian businesses
SYDNEY, April 8 AAP - A series of Asian businesses in Sydney have received threatening
phone calls demanding cash, in what police believe is an overseas scam.
Burwood police are investigating several reports of Asian businesses receiving phone
calls demanding cash and threatening violence.
Detective Sergeant Aaron Power said police are treating the matter seriously and urge
members of the Asian business community to report any incident.
"We have not received any reports of persons actually being harmed and, at this stage,
there is nothing to suggest any threats have been followed through, Sgt Power said in
a statement.
"But that doesn't mean people shouldn't take any threat they receive seriously and
report them to police immediately.
"It appears these calls are random and opportunistic and are part of a telephone scam
possibly originating from overseas."
Anyone who receives a threatening call is advised to hang up immediately, not to reveal
any personal details or make any payments.

But both admit they have to overcome major local hurdles.
Australian Climate Change Minister PENNY WONG and her New Zealand counterpart NICK

economies.
But Ms WONG says the first step for both is to get their trading schemes in place.
The RUDD government's emissions trading scheme was voted down by the Senate earlier
this month .. it'll try again in November .. and New Zealand is reviewing its emissions-trading
laws .. and faces some very challenging weeks.

Fed: Winton a contender in all male Miles Franklin race
By Katherine Field, National Entertainment Writer
SYDNEY, April 16 AAP - Acclaimed author Tim Winton is up for his fourth Miles Franklin
Literary Award in an all male race.
It's the first time in 15 years that a woman has failed to make the short list for
Australia's most prestigious literary prize.
The West Australian author, nominated for his book Breath, is one of five writers competing
for the $42,000 prize.
Other contenders include another previous winner, Adelaide-born Sydney writer Murray
Bail for The Pages, and previously short listed Tasmanian Richard Flanagan for Wanting.
Acclaimed Sydney author, screenwriter and playwright Louis Nowra (Ice) and Melbourne's
Christos Tsiolkas (The Slap) round out the five.
If Winton, who took the award in 1984, 1992, and 2002, can do it again, he'll draw
equal with Thea Astley for the most wins.
Making the announcement in Sydney on Thursday, judge Professor Morag Fraser praised
the finalists, chosen from a field of more than 50 entries.
She reserved special praise for Winton's best-selling book about surfing and lost youth
in 1970s Western Australia, his first book in seven years.
"I think it is Tim Winton's most disturbing novel yet, and most compelling," she said.
"You never now what to expect next from Tim Winton."
She defended the decision to choose all men, saying the judging was based on quality not gender.
"We walked out not even realising what we had done," Ms Fraser said.
"(Then we said) 'my God, we have chosen five men'.
"Next year it might be five women writers and it might not."
It is the first time since 1994 that the short list has been exclusively male.
Ms Fraser said many of the long listed and short listed books had a common theme of
examining wider human circumstances of physical, emotional and spiritual endurance.
"They scrutinise extreme human behaviour," she said.
Tsiolkas, the only author at the announcement, said he was blown away by the honour.
"I can't believe it - to be in that short list with all those writers," Tsiolkas said.
The award, which recognises literary contributions to Australian cultural life, has
been running since 1957.
The winner will be announced at a gala dinner at the NSW State Library on June 18.

Oly: Princess Mary to visit Aussie athletes today
By Charisse Ede
BEIJING, Aug 7 AAP - Princess Mary and Crown Prince Frederik head a list of who's who
visiting Australia's athletes in Beijing today.
The former Tasmanian and her Danish husband will lend their support to the 433-member
Australian team during a visit to the athletes' village.
Joining them will be Australia's greatest Olympic medallist Ian Thorpe while Prime
Minister Kevin Rudd will attend the official flag raising ceremony this afternoon.
Australian Olympic Committee (AOC) deputy chef de mission Peter Montgomery said the
Danish royal couple visited the athletes in Athens four years ago and caused quite a commotion.
"They were extremely popular," he told reporters in Beijing.
"It was very interesting to see the athletes milling around Mary.
"One persistent athlete was trying to get her to sign something. And after a little
while Mary said, `We are not allowed to sign documents', which was quite interesting."
The team dinner will be held tonight, at which the opening ceremony flag bearer will
be announced.
Montgomery said AOC president John Coates was guarding the selection "zealously", and
to carry the flag "is really the ultimate".
Montgomery said five-time Olympic kayaker Clint Robinson had effectively ruled himself
out of contention by saying he deferred to six-time Olympic rower and hot pick for the
role, James Tomkins.
"Clint Robinson made an amazingly but typical gentlemanly and fine comment when he
said that he deferred to James Tomkins," he said.
Meanwhile, Thorpe has joined the Sky News Olympic team and will give expert comment
on events in the pool.

Southern Cross Chooses Alcatel-Lucent's Submarine Solution
WIRELESS NEWS-August 26, 2007-Southern Cross Chooses Alcatel- Lucent's Submarine Solution (C)2007 10Meters - http:// www.10meters.com
Alcatel-Lucent has further strengthened its cooperation with Southern Cross by signing a new contract to upgrade the landing stations of Southern Cross' 28,900 km submarine cable network.
The new award follows the contract signed in 2001 for the first upgrade of the Southern Cross network that went into service in November 2000, providing Australasia with a fully protected direct link to the U.S. mainland.
The network upgrade will provide further route diversity and capacity in the Australasian region to maximize the benefits of broadband services to both residential and business users. Alcatel- Lucent will upgrade the network's ten landing stations, which are located close to the major international hubs of Sydney (Australia), Auckland (New Zealand), Los Angeles, San Francisco, Seattle and Honolulu (the U.S.) for ease of access.
The project will be rolled-out in two phases. The first phase will consist in upgrading the existing 480 Gbit/s capacity up to 660 Gbit/s by the end of the first quarter 2008 and the second phase will bring it up to 860 Gbit/s by the end of 2008. The high scalability offered by Alcatel-Lucent's optical technology will also facilitate future upgrades up to 2.4 Tbit/s.
"By doubling the existing network capacity, this upgrade project will help Southern Cross support the increased traffic generated by the rapid adoption of ADSL2+ services and Ethernet-based applications with enhanced flexibility and reliability," said Ross Pfeffer, Director of Sales and Marketing at Southern Cross. "Alcatel- Lucent's advanced optical technology will assist us in taking a new significant step in addressing our end-user needs and further protect our network to ensure maximum reliability."
"The cooperation between Southern Cross and Alcatel-Lucent has proven successful in several projects," said Jean Godeluck, President of Alcatel-Lucent's submarine network activity. "Through our recognized expertise in managing and deploying submarine cable networks, coupled with a top quality and service support, we are well positioned to answer all our customer needs."
The Alcatel-Lucent solution will be based on both submarine and terrestrial equipment. For the submarine section, Alcatel-Lucent will deploy its 1620 Light Manager DWDM submarine line terminal. The landing stations will also be upgraded with the Alcatel-Lucent 1675 LambdaUnite Multi-Service Switch (MSS), offering advanced dynamic networking based on Automatically Switched Optical Network (ASON*)/ Generalized Multi-Protocol Label Switching (GMPLS**) intelligent control plane for improvement of network availability, strengthening of traffic protection and enabling accelerated optical connection provisioning.
Southern Cross Cable Network provides secure international bandwidth from Australia, New Zealand and Hawaii to the heart of the Internet in the USA. Commissioned in 2000 and 2001 as two diverse submarine cables to the US, the Southern Cross Network has been engineered until 2025 to provide for the rapidly expanding capacity needs of high-speed broadband. In 2001 total installed capacity was 80 Gbps; in January 2003 the total network was expanded to 480 Gbps; by end-2008 total installed capacity will be 860 Gbps. Southern Cross can easily expand to 2.4 Tbps of transmission capability by installing more of the equipment that is being used for its current capacity upgrade. With new technology continually improving potential transmission speeds, the ultimate size of the Southern Cross Cable Network is likely to considerably exceed 2.4 Tbps. Southern Cross Cable Network is owned by Telecom NZ (50 percent), Singtel-Optus (40 percent) and Verizon Business (10 percent). The company has offices in Bermuda, Sydney, Auckland and Wellington.

Industry has its own dot-gones.(Brief Article)
For months now, industry observers have been saying it's just a matter of time before the thicket of dot-coms that has ushered in the New Economy begins to thin.
With decisions recently by several prominent commercial real estate dot-coms to close their doors and others that have decided merge with more traditional companies, it appears that time has come.
"It's very early in a very volatile market," said J. David Heindel, a San Francisco-based consultant to commercial real estate dot-coms.
Commercial Realty Online, or Comro.com, decided to shut its operations at the end of 2000, citing a plethora of similar information services in the industry. The company was started in 1995 and was bought in 1998 by Security Capital, of Santa Fe, N.M. Company founder Kevin Travers said the industry was slow to adopt Comro's services and the company had difficulty expanding its customer base.
Another real estate listing service, Realty IQ, laid off more than 100 workers at the end of 2000, most of whom worked at its New York headquarters at 59 Maiden Lane. Chief executive officer Bruce Zev Weissberg said the company was having difficulty obtaining a second round of financing and the layoffs were necessary to keep the company viable and strong for as long as possible.
Top executives at RealEstate.com resigned recently after the company was sold to JP Carey, an Atlanta-based investment-banking firm. Founder and former chief executive officer Alan Daniels cited internal difficulties with the company's management team.
The reasons for dot-coins' failures are many, but some common themes are the volatility of the stock market and the reluctance of investors to provide second or third rounds of financing. A simpler reason, however, is the duplication of efforts among companies.
Heindel said a good example is the number of dot-com companies dedicated to the development and building sector of the real estate industries. Not long ago, there were about a dozen companies in the sector, a list that has been whittled substantially. San Francisco-based Red Ladder went out of business and Cephron and Bidcom merged.
Some dot-coms are teaming up with more traditional players to stay alive. For example, Cushman & Wakefield recently announced that Zeborg, it online procurement partner has formed a strategic alliance with FacilityPro.com to form an "end-to-end procurement" service. Zeborg Facilities and FacilityPro will provide customers with the first e-commerce platform designed to deliver product and service savings to companies.
CapitalThinking Inc. recently formed an alliance with Reis, Inc., an information provider to the commercial real estate market. Under the agreement, CapitalThinking's ASP offering, Bluewire, will automatically access the comprehensive Reis databases via an XML feed and deliver customized market, submarket, and comparable data required for real estate finance decision-making.
Although it seems there are a large number of companies going out of business or merging, many industry observers point out that dot-coms failures do not necessarily mean disaster for the New York office leasing market. In fact, the space put back on the market has been a boon to some Manhattan neighborhoods that have been experiencing space crunches.
Eric Yarbro, first vice president of CB Richard Ellis, said it may be fashionable to knock the dot-com phenomenon, but electronic commerce is here to stay. Many companies will survive the fallout and New York's office leasing market will, too.
In 1999, dot-coms rented 9.5 million square feet of space and, in 2000 they rented 5.5 million square feet. Even if 50 percent of dot-coms fail and millions of square feet are put back on the market, it will not be enough to meet the estimated 14 million square feet of space that the market will demand, Yarbro said.
"The Internet is here to stay. Not all these companies will go out of business," said Yarbro.
He also pointed out that dot-coms tend to spend a lot of money to enhance the telecommunications infrastructure of their office spaces, which makes the space attractive to another company, he said.
"Dot-coms spend a lot of money on telecommunications, but not on walls. They tend to have wide open spaces with cubicles," Yarbro said, "It's the type of space people are looking for."

BARCELONA reject Ronaldinho may still be struggling to find himself a new club, but sources close to the Brazilian claim he could still be set to link up with compatriot Kaka at AC Milan in Italy.
The Serie A giants claim Barca have priced them out of the market for the Samba star with Manchester City supposedly interested in taking the 28-year-old to England for the new season. But the former Paris St Germain man's agent and brother, Roberto de Assis, is clearly trying to curry favour with the Italians. He said: "The chances Ronaldinho will play for Milan next year are the same as they were a few months ago. We know Ronaldinho likes Milan and Milan like Ronaldinho and we'll keep working to take the world's best player to the world's greatest club."
BEANPOLE striker Peter Crouch could find himself on the Liverpool bench again this season after Portsmouth coach Harry Redknapp pulled out of a swoop for the England man, claiming he was too expensive. Crouch managed 11 goals last term despite playing second fiddle to Spain striker Fernando Alonso.
But Liverpool have turned down an $18m bid for the striker, who worked under Redknapp at Southampton. And the Pompey boss said: "I'd love to bring Crouchie back here. We are trying to do deals to bring in players and (chief executive) Peter Storrie is working on trying to get things done. But the fee seems a bit too high, and at the end of the day it comes down to the price. It seems like things are getting a bit too expensive. Crouchie is a player who is on our list, but if nothing can be done then we will just move on to the next player."
JUVENTUS striker David Trezeguet will not be leaving for a move to Barcelona unless the Spanish side stump up around $50m. The striker scored 20 goals last term in Serie A and the French national team could clearly have done with his efforts after limping out of the Euro 2008 group stages without him.
But agent Antonio Calliendo said: "He wants to stay. I must stress that the player does not want to go."

Yahoo set to snoop on user emails.(News)
YAHOO has been condemned over plans to snoop on emails in a 'blatant intrusion of privacy'.
The U.S. internet giant provides an email service for thousands of Britons, including children, who will assume the system is completely private.
But it has emerged Yahoo is changing its terms and conditions to get permission to view and scan emails. It will also be able to spy on incoming emails without permission or warning.
This will allow Yahoo to identify which subjects users are interested in and target them with pop-up adverts.
Which? Computing magazine called it 'a blatant intrusion of privacy'. Yahoo said customers will be asked to agree to the new terms.
QUESTIONS AND ANSWERS ON BATHING WATER POLICY HOW DOES THE EUROPEAN UNION HELP TO CLEAN UP EUROPE'S BEACHES?
BRUSSELS -- The following information was released by the European Union:
The European Commission provides the framework and the impetus for Member States to improve the quality of their bathing waters. It is the responsibility of Member States to comply with European legislation and improve the quality of their beaches and fresh water bathing sites. Every year the Commission publishes a report outlining the quality of beaches throughout the European Union based on monitoring results from the previous bathing season. The aim of the report is to make public the quality of bathing areas on the continent, giving European citizens the chance to assess for themselves where bathing may be safe.
What is the difference between guide and imperative values?
Data on bathing water is divided into three main categories: those that comply with mandatory values, those that comply with guide values and those that do not comply at all.
Compliance with mandatory values refers to the minimum water quality standards as laid out in the 1976 Bathing Water Directive. These will be fully replaced by 2015.
Compliance with the more stringent guide values means that beaches comply with the basic requirements of the Directive and also with more robust standards of water quality.
And not complying means that those bathing areas do not even meet the mandatory requirements.
What can we learn about the quality of bathing sites today from information from the previous season?
The aim of the report is not to provide real-time information on bathing areas, but rather to present water quality data for last year's bathing season compared to previous bathing seasons. This allows readers to study the trend in water quality of the bathing areas they may be considering, thereby making an informed choice based on the history of the data.
Is there current information on bathing water quality available?
The Bathing Water Report corresponds to an enormous task by all Member States to continuously monitor and report the quality of their bathing areas. This enormous volume of data and analysis is then compiled by the European Environment Agency to present a holistic view of bathing water quality throughout the European Union.
Once the new Bathing Water Directive (see below for more details) is fully applicable, Member States will be obliged to inform the public of the 'real-time' status of bathing water quality, which can be displayed at beach sites, or via the radio, the internet and television and teletext services. Such information will be mandatory by 2012.
What does it mean when a site is insufficiently sampled? Is it still safe?
Bathing areas designated as insufficiently sampled are not necessarily unsafe for bathing. It simply indicates that not enough data has been collected from those sites to test for potentially harmful microbes.
Some Member States have banned bathing in a number of bathing areas. Is this good practice to protect people's health?
In most circumstances it may be well justified to ban a bathing site, but banning a site that doesn't comply with quality standards cannot be systematically used to avoid cleaning bathing areas. The necessary remediation action needs to be taken to allow these areas to be reopened as soon as possible.
Why have some Member States reported under the current legislation and some under the new Bathing Water Directive?
The new bathing water directive (2006/7/EC) requires Member States to adjust their monitoring procedures. In some cases these required changes have yet to be implemented. Member States can choose to report under either Directive until the 2012 bathing season. After that they will have to report under the new Bathing Water Directive.
In 2010, twenty Member States (Denmark, Germany, Greece, Spain, Estonia, France, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, the Netherlands, Austria, Portugal, Slovenia, Slovakia, Finland and Sweden) and the Walloon part of Belgium monitored their bathing areas according to the new Directive's requirements.
Does this have an effect on the results?
There are transparent rules on how to compare data under the old and the new Directive in order to provide citizens with a clear picture.
Why was the Bathing Water Directive revised?
The 1976 Bathing Water Directive served us well, but scientific knowledge and best practice from 1976 are now outdated. The 2006 Directive is based on new data on the effects of bacteriological contamination and 25 years of implementing the 1976 Directive. The aim was not to move the goalposts, but to bring the legislation in line with the latest scientific information and best practice in beach management and communication.
What are the main elements of the 2006 directive?
The essential elements for the new Directive were to:
Update the parameters according to latest scientific knowledge;
Simplify the list of parameters;
Improve the management of bathing sites;
Improve information provided to the public;
Streamline and increase the cost effectiveness of monitoring programmes.
What are the main features of the 2006 Bathing Water Directive?
The new Directive lays down provisions for more sophisticated monitoring and classification of bathing water. It also provides for extensive public information and participation in line with the Earhus Convention, as well as for comprehensive and modern management measures:
The 2006 Directive requires Member States to draw up a management plan for each site to minimise risks to bathers based on an assessment of the sources of contamination that are likely to affect it. Users of the site should be actively involved in developing the management plan. Where bathing sites have a history of poor water quality, preventive measures should be taken to close the bathing area, for instance when certain weather conditions are predicted.
Information on a bathing site's quality classification, the results of water quality monitoring, the site's management plan and other relevant information is to be made readily available to the public, both through displays at the site and through the media and internet.
While the current Directive requires regular monitoring of 19 pollutants or other parameters (for example water colour), the revised Directive reduces this list to just two microbiological indicators of faecal contamination: E. Coli and Intestinal Enterococci. This simplification reflects recognition that faecal matter, for instance due to inadequate sewage treatment and pollution from animal waste, is the primary health threat to bathers.
The classification of water quality at a bathing site will be determined on the basis of a three-year trend instead of a single year's result as is currently the case. This means that the classification will be less susceptible to bad weather or one-off incidents. Where water quality is consistently good over a three-year period, the frequency of sampling may be reduced, thereby cutting costs. It provides for the assessment of water quality on the basis of the set of water quality data compiled during the bathing seasons.
The Directive requires "bathing profiles" to be drawn up describing the characteristics of the bathing water and identifying sources of pollution. The presence of pollution may result in needing to regularly review the status of the bathing, ban bathing if needed, and inform the public.
To ease the monitoring burden for Member States, the new Directive reduces monitoring frequencies if the quality of bathing areas proves to be constantly "good" or "excellent".
Why new signs and symbols?
The new Bathing Water Directive requires Member States to inform the public on restrictions to bathing and on the quality of the waters with signs or symbols. For more coherence the Commission has recently adopted standardised signs and symbols to be used by all Member States.
The Commission has consulted representatives of Member States, regional and local authorities, relevant tourist and consumer organisations to develop these signs and symbols. The representatives of Member States agreed to these on 3 March 2011.
What is the relationship between the new signs and symbols and the Blue Flag campaign?
The signs and symbols adopted by the Commission and the Blue Flag will coexist. The new signs and symbols will inform the public on the quality of waters and some legal aspects of bathing water, whereas the Blue Flag is an ecological label that informs people more broadly on the sustainability of beaches and marinas. Although the European Commission provided financial support at early stages of the campaign, the Blue Flag is not a label awarded by the EU. The only link between the EU's bathing water policy and the Blue Flag is that EU criteria are used as the basis for the Blue Flag's water quality criteria. However, the Blue Flag programme uses additional criteria beyond water quality for awarding the Blue Flag to specific beaches.

Selling Sounds: The Commercial Revolution in American Music.(Book review)
Selling Sounds: The Commercial Revolution in American Music. by David Suisman. Cambridge, Harvard University Press, 20009. 356 pp. ISBN 978-0-674-03337-5. Cloth.
I am greatly relieved that Dr. Suisman, who teaches in the History Department at the University of Delaware, resists a purely chronological, fact-based approach to this fascinating, complicated, important topic. Instead Suisman topical approach embraces a wide range and variety of topics, ranging from player-pianos to Tin Pan Alley to the ever-changing nature of the music industry. Selling Sounds also takes a refreshingly inter-disciplinary approach as the author draws upon the writings and documents produced by attorneys (copyright laws), music historians (Enrico Caruso), and contemporary cultural critics (the internet).
Not surprisingly, the author has coedited [with fellow University of Delaware history professor^ Susan Strasser] a wideranging collection that nicely complements Selling Sounds: The Commercial Revolution in American Music. Sound in the Age of Mechanical Reproduction (University of Pennsylvania Press, 2009) contains an eclectic mix including "'Her Voice a Bullet''': Imaginary Propaganda and the Legendary Broadcasters of World War II" by Ann Elizabeth Pfau and David Hochfelder and "Collectors, Bootleggers, and the Value of Jazz, 1930 1952" by Alex Cummings. History departments, it would seem, have changed greatly since I bailed out of a history undergraduate program in the early 1970s because they told me that oral histories, field research (indeed, anything not written in a scholarly book or journal article), and music weren't elements that constituted the proper study of "real history." Indeed.
Selling Sounds doesn't contain much original research, per say, but it's rife with interesting comparisons, observations, and analysis that draw from a wide range of previously published sources. Suisman owes a tip of the hat to scholars as diverse as Tim Brooks for his book, Lost Sounds: Blacks and the Birth of the Recording Industry, 1890-1919 (University of Illinois Press, 2004) and Lawrence Levine, who wrote Highbrow, Lowbrow: The Emergence of Cultural Hierarchy in America (Harvard University Press, 1988). In addition to these acknowledged classic books, Selling Sounds also learned from the writings of journalist and record collector Jim Walsh, whose scores of articles on pioneering recording artists appeared in Hobbies magazine beginning in 1952 and continuing until 1985. Suisman doesn't always live in the past as he also cites Mark Katz, Capturing Sound: How Technology Has Changed Music (University of California Press, 2004) for a more contemporary assessment of the digital age.
Selling Sounds doesn't merely explore the recording industry but also examines the commodification of sounds as reproduced on sheet music, mechanically reproducing pianos, music publishing. Suisman study begins during the 1880s and carries forth into the 21st century. In Chapter 5, "Musical Properties," he writes about the varied issues related to intellectual property and copyright laws that first emerged as a national debate around 1900 and continues to the present day. Suisman points out that we are currently obligated to follow laws that are struggling to deal with the realities of digital sound, downloading, and a sea change in the recording industry that have been washing over sonic landscape since the early 1990s.
Throughout his book the author underscores the point that was once a highly fragmented sound industry that consisted of separate entities--radio, record companies, films, and television is now utterly entangled into what is now a far more centralized web of closely allied (and owned) companies and corporations. The recording industry had strong, very early ties to the District of Columbia, while the film industry quickly found a home in southern California. Today, however, these national and international entities thread across both all types of mediums and political boundaries to control much of what we hear today.
As a decades-long student of the sound industries, particularly of recordings and radio, I was particularly struck by Suisman's description of the roles played by song pluggers found on pages 58-75. I knew about the practice, of course, but I didn't understand the extent to which song pluggers helped to shape popular tastes during the teens and twenties. I also appreciated the "Epilogue" in which he describes "The Most Wanted Song" (an interesting 1996 collaboration between two conceptual artists and a composer) that serves to close the book back near where it begins Tin Pan Alley in New York City.
The virtues of Selling Sounds are numerous: clarity of writing, a multi-faceted approach to the subject, smart arguments, and depth of research. Its shortcomings are thankfully very few. Suisman draws upon black American musical culture so often (Chapter 7, "Black Swan" for example) that I sometimes wondered why the critical role of the quasi-hillbilly artist Vernon Dahlart played in selling sounds across the United States during the 1920s or a transitional figure such as Uncle Dave Macon didn't figure more prominently into this narrative. Indeed the role played by country music in participating and shaping our commercial sounds is strangely absent. This minor complaint aside, Selling Sounds remains an important, multi-layered book that holds great appeal to American music scholars with lowbrow to highbrow interests that extend from Reconstruction to the present day.

DR. JOBS; CAREER CLINIC.(Features)
Tell me why I must be in early on Monday...
Q I work in human resources and my boss wants us to come in on Easter Monday because of "Red Tape Friday". What is she on about? - Caroline, Linlithgow.
A The Government introduced 73 new pieces of business regulation last Friday. They cover a variety of subjects from the extension of maternity leave from six months to nine months and workers' rights to more flexible hours. With so many new laws to understand and get used to, it will be a hectic time for human resources staff.
Do I need cover letter?
Q I heard that employers don't want covering letters any more as people are just downloading them from the internet and changing a few words. Is this right? - Dave, Prestwick.
A No. You should not download a standard form from the net and change personal details. Cover letters should be tailored to every position you apply for. Keep it short and sweet, try not to repeat yourself and use same tone as the job ad.
Can boss ban skating?
Q My boss is trying to ban me from skateboarding in my spare time because I was off work for eight weeks with a broken ankle. Can he do this? - Robert, Edinburgh.
A Highly unlikely but it depends on the terms of your contract. If it specifically states you are not allowed to take part in extreme sports then he may have a case. Otherwise you are entitled to do whatever you want in your spare time.
Is resigning too risky?
Q I am considering resigning in the hope my boss offers me a pay rise. But if he accepts, I have no other job to go to. Am I doing the right thing? - Doreen, Dunfermline.
A Resigning without having a job offer is a big risk and not one that I would recommend. Your boss may stump up the cash but if not you will be out of pocket. You will be in a much better position to negotiate by lining something else up first.

Get ready to deck the malls Retailers expect stronger holiday shopping season.(Business)(Around the malls)
Byline: Kim Mikus
Santa's arrival at the malls kicks off the official start to the holiday shopping season.
After several seasons of lackluster sales, retailers are hoping for a bang this holiday season.
Forecasters predict holiday sales should come in between 4.5 percent and 6 percent higher than last year, said Anne Brouwer, senior partner with Chicago-based McMillan/ Doolittle retail consultancy.
One aspect that's similar to recent years that's could hurt overall sales is that there isn't a strong "must have" Christmas item.
"There's not one killer new toy or game out right now," Brouwer said.
Cabbage Patch Kids and electronic games kept shoppers waiting in lines to snatch the hottest toys in the past. And four or five years ago, cashmere was the "must have," Brouwer added.
There's no hot ticket item. A national shopping survey found that stockings will be stuffed with everything from boots and brooches to electronic games and leopard print items.
The Shopping in America survey found that many of the popular toys are the same as last year - Strawberry Shortcake, Care Bears and Hello Kitty. These are all comeback toys from years past.
Online shopping is expected to again increase this season, according to forecasters.
"We'll see strong performance from Internet channels. I've seen expectations for e-commerce to increase 20 to 30 percent," Brouwer said.
Meanwhile, the malls are looking for a positive season. "We're still optimistic," said Woodfield General Manger Marc Strich. "We've had growth all year and our occupancy has never been higher"
Another positive is that there are two additional shopping days between Thanksgiving and Christmas, he said.
"There are 29 shopping days between Thanksgiving and Christmas, two days more than 2003 and the most since 2001," said John Melaniphy III, senior vice president of Melaniphy & Associates Inc., a Chicago-based retail consulting firm.
His firm is anticipating average holiday sales growth of 3.5 percent to 4 percent.
Issues keeping this season in the "average range" are higher gasoline costs, higher heating bills, terrorist threats, the war and the Florida hurricanes.
There are some positives, though. Rising home values, the fact that there have been no terrorist acts and the stability President Bush brings after the election should bring some light to the season.
While the day after Thanksgiving is traditionally dubbed the busiest shopping day of the year, retailers have a closer eye on the week before the holiday.
"The weekend before Thanksgiving is big for retailers," Brouwer said.

A Spoonful of Sugar: Loan star; BIG BREAK FOR 'PAST IT' INSURANCE BROKER.(Features)
Byline: Alan Sugar
Dear Sir Alan
I AM a regular reader of your column and have long been encouraged by your advice and comments.
I was an insurance and mortgage broker and became one of the many casualties of ageism in the workplace. But the young man who told me I was too old to do my job actually liberated me into the most enjoyable and productive business I could have wished for.
Mike Cooke, Tamworth, Staffs
Sir Alan says
WHAT a great story - and one I am delighted to publish in the Daily Mirror to encourage our readers.
You used to advise people on insurance and mortgages before being told by your manager just before Christmas a few years ago that at 57 you were too old and they wanted to move you from sales into a clerical position.
It seems to me this was a nasty way of forcing you to quit because they did not do the honourable thing of saying they wanted to make you redundant which would, of course, have cost them money.
The old traditional High Street insurance broker is a dying thing. Lots of people now buy insurance on the internet and also respond directly to adverts.
You seem to have been a victim of the mass redundancy occurring in the traditional mortgage and insurance industry. The good news is you decided to use your experience and set up on your own advising people on their mortgages and insurance. Now you have built up a very nice business.
You have three websites www. xpert-mortgage.co.uk, www.actors-mortgage.co.uk and www.mike cooke.promptquote.co.uk This shows you have adapted to the modern requirements of the consumer.
Seven years on and coming up to your 65th birthday, you seem really fired up and enjoying what you are doing as your own man.
This is a success story that a lot of people should take note of. Even better still, the guy who sacked you was last seen driving a minibus!
The moral is that while industry and commerce these days tends to look down at people over the age of 50, you have proved that age has nothing to do with it. It's your experience that has made you successful.
More people at your age should take the leap to start businesses for themselves if they have been made redundant. There is lack of self-belief and people don't know what an asset their experience is.
The only sad thing is you are probably kicking yourself for not doing it 20 years ago.

APRIL FOOL SITE DELETED.
WASHINGTON, DC -- The following information was released by Radio Free Asia:
Authorities target an online post that lampoons problems in Chinese society.
AFP
Internet surfers at a cafe in Beijing, Jan. 15, 2009.
Chinese authorities have removed an April Fool's hoax on a popular news site predicting the end of civilization with satirical news reports.
One of the pages of the "Happy Times" hosted by NetEase predicted that civilization would end in the next 19 months, according to the Mayan prophecy referenced in the movie "2012."
Only Chinese people, strengthened by years of absorbing poisons through tainted foodstuffs and fake medicines, were expected to survive, the bogus report said.
A second satirical headline read: "Apartments too expensive and too strong: residents call for forced eviction."
"Craze for buying Chinese goods engulfs the world," ran another.
Netizens searched for duplicates of the deleted "newspaper" to post on bulletin boards.
"It didn't take long for this to get blocked," wrote netizen tianchufengyun on the York BBS forum, alongside an image of the "Happy Times" front page.
"What scoundrel blocked this?" commented user Agony. "I'll block his sister."
'A form of promotion'
Blogger Zan Aizong said NetEase had obviously judged the mood of Chinese netizens correctly.
"The fact that it was deleted means that it had an impact in spite of the government," he said.
"The deletion is just a one-off," he said. "You can't entirely delete the voice of the ordinary people."
"Maybe if they hadn't deleted it, only 100 people would have seen it, but as soon as it's deleted, the news reaches 500 or 1,000 people."
"Deletion is a form of promotion," Zan said. "A lot more people are going to be interested in it now."
Meanwhile, a poll on the popular Web portal Sina asked netizens to find a true statement from amid a number of false ones.
"Property prices will come down; salaries will go up; taxes will be cut; food safety will be guaranteed; officials will declare their private assets; wealth will be evenly distributed and nuclear power stations will be safe," the poll choices read.
At the end of the list, readers were advised that all of the statements were false.
Great Firewall
China has imposed a complex system of blocks, keyword filters and human censorship on its 457 million netizens, known collectively as the Great Firewall, or GFW.
Internet services in the troubled northwestern region of Xinjiang were subject to a full and then partial lockdown since ethnic rioting was sparked in July 2009 by a Uyghur demonstration in the regional capital, Urumqi.
Even when general online access was restored more than 300 days later, popular Uyghur-language websites still remained offline, with some editors of Uyghur websites detained under national security charges.
Experts say the transition to IPv6 network addresses, from the current generation of IPv4 addresses used to identify computers and devices online, could give Beijing a far more powerful tool in the continuing development of its system of Internet blocks and filters.

The China Consumer Electronics Report provides industry professionals and strategists, corporate analysts, electronics associations, government departments and regulatory bodies with independent forecasts and competitive intelligence on China's consumer electronics industry.
Chinas consumer electronics devices market, defined to include computing devices, mobile handsets and video, audio and gaming products, is estimated to be worth about US$184.0bn in 2011, and this is expected to increase to US$258.4bn by 2015. In 2010, consumer electronics sales were robust, boosted by strong sales during the Chinese New Year and Mid-Autumn Festival peak shopping seasons. Sales of smartphones grew strongly, with shipments projected to increase 68% in 2010, although a significant portion of sales will inevitably be accounted for by grey market devices.
A second phase of the governments rural consumer electronics subsidy programme drove sales of flatscreen TV sets and other products in the second half of the year in rural areas. Spending on consumer electronics products is projected to grow at a CAGR of 8.9% through 2015, with demand for computers and TV sets in rural areas and tier-three to tier-six cities a key driver, along with the increased popularity of high-end items such as flat-screen TV sets, 3G mobile handsets and smartphones.
Computers:
Computers accounted for about 38% of Chinas consumer electronics spending in 2010. BMI forecasts Chinese domestic market computer hardware sales (including notebooks and accessories) of US$70.3bn in 2011, up from US$62.9bn in 2010. Computer hardware CAGR for 2011-2015 will be about 12%. The governments rural computer subsidy programme will act as a significant driver, along with falling prices.
AV:
AV devices accounted for about40% of Chinese consumer electronics spending in 2010. Chinas domestic video, audio and gaming device market is projected to grow at a CAGR of 7.0% between 2011 and 2015, up to a value of US$96.9bn. About 42mn LCD TV set units are projected to be sold in 2011, with strong double-digit growth as Chinese consumers demonstrate a preference for larger screen sizes and internet-enabled TV sets.
Mobile Handsets:
Chinas mobile handset sales accounted for about 24% of Chinese consumer electronics spending in 2010. Total Chinese market handset sales are expected to grow at a CAGR of 10.2% to 446mn units in 2015. The rural market will be the main source of subscriber growth, while vendors will also focus a rapidly expanding 3G handset market and demand for smartphones, which currently accounts for about 20% of Chinese handset sales.
